MINUTES OF THE PREVIOUS MEETING
County Councillor Kenyon pointed out that the dates given at the end of the Minutes for the May meeting and AGM were, in fact, incorrect and should read 7th May 2009 for the monthly meeting and 14th May 2009 for the AGM.
Under Any Other Business the meeting with NYCC re double yellow lines took place in Whitby and not in Staithes as stated.
Subject to the above amendments it was PROPOSED to accept the Minutes as an accurate record of events. PROPOSED: Councillor Armsby. SECONDED: Councillor Fowler. SO RESOLVED.
MATTERS RAISED BY/WITH NORTH YORKSHIRE POLICE
Inspector Barf updated the meeting with the latest crime statistics: reported crimes over the district as a whole are down 4.7%, a 20% reduction over the last twelve months.
The Whitby Rural Watch scheme had a successful first meeting with 35 attendees. The next meeting is at 7.30 pm on 27th May 2009 at the Moors Centre, Danby.
He went on to introduce PC Nigel Whaling who will be taking over from PC Harry Baker effective 7th April. PC Whaling stated that he was looking forward to working with the community and the opportunity to build on his 26 years of service, the last 7-8 years of this has been in community policing.
Councillor Mitchell again requested PC Harding visit with her speed gun.
REPORTS FROM COUNTY/BOROUGH COUNCILLORS
Borough Councillor Harland had nothing to report at the present time.
Borough Councillor Armsby advised that he was attending a presentation regarding the Bungalow Hotel at Sandsend regarding their proposal to build 9 houses on the site. As part of the proposal they are prepared to make other land available at Lyth for 3-4 affordable homes to be built.
County Councillor Kenyon advised that she has had a further meeting with Timothy Kirkhope MEP and John Riby of SBC at which she learnt that John Riby has approached the Environment Agency requesting some engineering modelling be carried out with regard to Staithes Harbour. This is an expensive process but the request has been met with a favourable response with regarding to making funding available. She confirmed that the "wheels were grinding slowly but in the right direction". Staithes Harbour Commissioners were to be involved in the project once the funding has been made available.
Councillor Dalton requested that the Clerk be invited to any future meetings in order that notes could be taken for future reference.
The Clerk raised the issue of a complaint received from a parishioner that this parish council had written to the Police alleging illegal behaviour by the parishioner and a family member. The Clerk advised that no such letter had been sent out from the Parish Office and suggested that the parishioner contact the Police to request a copy under the Freedom of Information Act. Inspector Barf is to look into the matter.
North Yorkshire Police left the meeting at 7.35pm.

PARISH MAINTENANCE

AUTHORISATION OF CHEQUES
The Clerk presented a schedule of all outstanding invoices and it was resolved to meet these in full.

REVIEW OF STAFF SALARIES 2008/2009 AND 2009/2010 AND CONTRACT FOR CEMETERY CARETAKER
2008/09
The Clerk advised as to the final outcome of the salary negotiations which required a further .3% increase to the salary scales bring the total pay increase for 2008/09 to 2.75%.
2009/2010
Negotiations have only just commenced for the current financial year but the scale point increases for the Clerk and Assistant Clerk are to £13.11 and £8.093 per hour respectively.
Clerk to prepare a draft contract for the Cemetery Caretaker for perusal by the Council.

BROADBAND FOR THE PARISH OFFICE
Clerk to investigate deals for the provision of broadband to the Parish Office and prepare a report for Council a.s.a.p.
ANY OTHER BUSINESS
Councillor Barwick advised that at the latest meeting of Hinderwell Village Hall committee they had received the estimates for repairs to the defects in the building had come in at around £11,000 to £12,000.
Councillor Fowler expressed concern to Councillor Armsby about the situation at Oakridge School, Hinderwell following the loss of a number of pupils. Councillor Armsby advised that the school was currently in the top 5% for the whole country academically. He confirmed that a number of pupils had been removed recently but there was no common reason given by the parents as to why they had taken the decision to move their children elsewhere.
Councillor Mitchell then asked Vice Chair Councillor Fowler to take the Chair. Councillor Mitchell then handed Councillor Fowler a letter and requested that he read it out loud to the meeting. The letter advised that due to personal circumstances it is obligatory for Councillor Mitchell to resign forthwith from the Parish Council. He went on to thank all Councillors and staff for their support over the years. Councillor Fowler stated that we would all be sorry to see him go and thanked Councillor Mitchell for all his hard work over the years that he has been a Councillor and Chairman. Clerk was instructed to prepare letters of thank to Councillor Champion and Councillor Mitchell, wishing them both well for the future.
