MINUTES OF THE PREVIOUS MEETING
It was PROPOSED to accept the minutes of the meeting held on 5th November 2009 as an accurate record of events save for two small additions, namely:
1.That a letter be sent to Mr Bunce thanking him for removing the bollard along the snicket to Oakridge School, and
2.That letters be sent to Colin Huby and Broadacres requesting a written progress report on the Affordable Housing project.

MATTERS RAISED BY/WITH NORTH YORKSHIRE POLICE
PC Nigel Whaling had e-mailed the clerk a typewritten report prior to the meeting and PC Mainprize outlined the main points from these:
There had been four crimes reported in the ward during November, one auto crime, one theft, one burglary and one criminal damage – no arrests had as yet been made in respect of any of these incidents.
North Yorkshire Police left the meeting at 7.25pm.
REPORTS FROM COUNTY/BOROUGH COUNCILLORS
Councillor Armsby had nothing to report.
Councillor Harland warned of a postage scam operating in the area where people receive a delivery card from a company called PDS (Parcel Delivery Service) asking them to ring 0906 6611911 (a premium rate number) to re-arrange delivery of items – the number is in Belize and is charged at £15 per call. If you do receive one of these cards please contact Royal Mail Fraud on 02072 396655 or ICSTIS at www.icstis.org.uk.
County Councillor Kenyon advised that things were likely to become very tight fiscally over the next few years with warnings having been issued that larger local authorities were likely to receive cuts in their government funding of up to 20%. Efficiency savings were being made where possible but this will have a serious impact on local authority budgets.
MATTERS ARISING
The Clerk is still awaiting a response from SMP re Staithes play area and will follow up on this.
The clerk will make enquiries at SBC with regard to the provision of a litter bin adjacent to the parish seat on the A174 between Hinderwell and Staithes Play Area – a vehicle has reversed into one of the posts – clerk to investigate and arrange a replacement. Also two planks missing from fence.
Letter from Record RSS re play area safety inspections – due to SBC's very disappointing performance in this area the clerk is to investigate the costs of engaging private contractors to carry out inspections in the future.
Letter from Allianz Insurance re vehicle damage to parish seat – clerk to pursue driver directly.
Letter from Mr M Asquith of Staithes Fisheries re NYMNPA Enforcement Action – clerk to respond.
Bus Shelter in Hinderwell High Street has damaged rendering inside – clerk to arrange for repairs.
Clerk to contact SBC re lumin metering of footway lighting in Hinderwell High Street.
Clerk to contact NYCC re pothole in road outside Lythe Butchers on Hinderwell High Street.
Councillor Rowe raised the issue of the amounts being paid for grass cutting at Hinderwell Cemetery – the clerk to prepare a report for the January meeting on exactly how much has been spent in the current financial year.

PARISH MAINTENANCE
Clerk to complain vigorously to Steve Reynolds at SBC re the siting of the new glass recycling bin on Runswick Lane despite the Council's objections to the location. Request Mr Reynolds has a site visit.
Clerk to report again the pooling of water around drains in Hinderwell High Street as they are full of leaves and debris.
Clerk to report the street lights in Staithes lower village that are randomly cycling on and off approximately every five minutes along with a loud buzzing noise. 0800 083 6230 Freephone Lights.
Clerk to report again cars parking on the pavement in Hinderwell High Street.
Clerk to report again puddle in road outside 136 High Street, Hinderwell.
Clerk to report fly tipping in lay by at West End of Hinderwell.
Clerk to request that the National Trust, NYMNPA and NYCC consult HPC on proposed improvements to footpaths in the area.
Clerk to report cars parking on the grass verge opposite the Co-op in Staithes.
Clerk to report overgrown and slippery weed and algae build up on slipway at Cowbar close to the two seats.
The new owners of Marvic have apparently offered to install a gate into the fence blocking the pavement – this is to be rejected with a further request that the fence be removed altogether.
Clerk to report seaweed debris on Staithes beach along with a number of animal carcasses washed down the beck in the recent rains.
Clerk to "prod" D. Moffat to install two new seats, invoice the purchasers for them, and contact Mr Champion with regard to the bollards for installation near the Cod slipway in Staithes.
Clerk to contact solicitors in Loftus re interest on money held in Trust for the benefit of the people of Staithes.
Clerk to report footpaths between Hinderwell and Runswick Bay and The Old School, Hinderwell and No. 2 High Street, Hinderwell, which are cracking and the footpath between Hinderwell and Staithes which is narrowing due to grass encroachment.
AUTHORISATION OF CHEQUES
The Clerk presented a schedule of all outstanding invoices and it was resolved to meet these in full.

MODEL AGREEMENT ESTIMATES FOR 2010/2011
The Clerk had received and reviewed these and reported that SBC were freezing them at 2008/09 levels. The clerk advised that she would not recommend viring between the headings for the forthcoming financial year.
It was PROPOSED by Councillor Mitchell to accept the Model Agreement Estimates as submitted by SBC. SECONDED by Councillor Dalton. SO RESOLVED.
ANY OTHER BUSINESS
The issue of vehicles speeding through Hinderwell at night was raised again. The clerk advised that we were unable to get a flashing "slow down" sign as we had no accident record to provide proof of the necessity. Operation Anvil is continuing but it will never be possible to stop those who wish to speed.
Clerk to report the 30 mph sign missing from the gateway feature at Hinderwell's western entrance.
Councillor Fowler advised that we have been offered some re-claimed timbers from Whitby Harbour with a view to creating a new and improved "former" for the SRB plaque currently on the sea front at Staithes. Councillors very willing to accept this.
