Minutes of a meeting of Hinderwell Parish Council held on Thursday 5 July

Present: Chairman D Mitchell, Councillor M Dalton, Councillor J Armsby, Councillor D Lonsdale, Councillor C Champion, Councillor B Rowe, Councillor N Fowler, Councillor I Longster, parish clerk P Fenton and PC Harry Baker of North Yorkshire Police.

Matters raised by/with North Yorkshire Police
PC Harry Baker reported that the biggest area of concern lately had been anti-social behaviour and that as a result, five local youths were currently on bail, with three more due
to be arrested in the next week or so. They had received admissions in respect of the setting fire to the dog waste bin, the stone throwing at houses on Rosedale Lane and the desecration of the flower place on a grave. The theft of all the grave digging tools from the shed at the cemetery is to be added to the list and further questioning about this is to take place.
Councillor Longster requested that PC Baker look into a case of criminal damage to cars in Staithes and Counc Dalton asked him to look again into cars parking illegally outside Hinderwell Post Office.

Report from Borough Councillor
Counc Armsby had nothing specific to report other than a decision on unitary authority was due at the end of July.

Matters Arising
• The railings from the Catholic Church to the village hall on Cliff Road, Staithes were in a dangerous condition. Father Mulholland had been unreceptive and therefore the clerk is to write formally and therefore the clerk is to write formally and ask that this matter be addressed.
• Clerk to arrange to cemetery spoil to be moved to a less visible location – outstanding.
• Clerk to report increased dog fouling in Staithes and Hinderwell High Street – outstanding.
• SBC regarding local development framework consultation – clerk to review and report.
• The footpaths at Seaton Crescent, Staithes, near to the club are being damaged by the brewery dray – clerk to advise SBC prior to resurfacing.
• Lights on the gateway feature at Staithes either not working or concealed by overgrown verges.

Parish Maintenance

Hinderwell Cemetery review of regulations, grave digging arrangements and new storage facility
The review of the cemetery regulations is now complete and only very minor changes to the wording being required an no actual changes to the rules themselves. Full details can be obtained from the parish clerk upon request.
The clerk reported on the "disappearance" of the parish grave-digger and that works were still outstanding. Clerk is to send an invoice to his last known address for the overpayment of around £80 for a gate that was due to be installed by the end of June latest.
The clerk and chairman reported that Richard Thompson had been most helpful in stepping in to assist during this transitional period and that the quality of the work he had carried out had been exceptional. The clerk then recommended that Richard Thompson be engaged as Hinderwell's parish official grave-digger.
When obtaining revised quotes for the new storage facility at Hinderwell Cemetery, concerns had been raised about the weight of the building and the stability of the bank. It was agreed to change the location of the new building to the 'spoil' area adjacent to the cremated area and avoid the churning up caused by vehicles trying to turn left past the new graves. A small section of fence is to be commissioned, hide the skip and the steel doors are to be replaced with solid wood doors of at least two inches thickness. Councillor Mitchell is meeting with ECYHT to discuss the final plans.

Any other business
Councillor Dalton felt that the parish council vacancies had not been adequately advertised. We still have three vacancies and the clerk will ensure that they are more widely advertised in future. Councillor Dalton wishes to see the posts advertised in every village, post office, community building, noticeboard and the doctor's surgery.
Councillor Armsby reported that Oakridge School had an HMI inspection that week. He confirmed that the school was not being removed from special measures and it was felt that they wanted to see the new head in action for at least a term before doing so. The rest of the inspection was full of praise for the progress that has been made thus far and they are optimistic that it will be taken out of special measures following the autumn term.
Councillor Fowler reported on the progress that was being made with regard to the Fisherman's store at Staithes.
