Minutes of the meeting of Hinderwell Parish Council held on Thursday 7 June

Present: chairman D Mitchell, Councillor M Dalton, Councillor J Armsby, Borough Councillor M Harland, parish clerk P Fenton and PC Harry Baker of North Yorkshire Police.
Apologies: Councillor A Barwick, Councillor B Christon, County Councillor J Kenyon, Councillor Longster, Councillor N Fowler.
Matters raised by/with North Yorkshire Police
It was noted that there had been a significant increase in auto crime and between 21-23 May the police ran an operation to disrupt the activities of a particular gang suspected of
being responsible for most of the auto crime in the area. Three suspects were arrested and enquiries continue.
Youths in Hinderwell had become a major nuisance, particularly in the Port Mulgrave and cemetery area and this was being treated as a priority. Six youths are to be arrested for a variety of offences including threatening behaviour. The clerk was to visit the cemetery to see if she could identify any additional items of vandalism to be added to the charges. The clerk is also to write to the parents of all those known to be involved advising that their children are banned from Hinderwell Cemetery and that the parish council will take a very dim view of any further incidents involving these youths.

Report from borough councillorCouncillor Harland report that she had retained her post on the Overview and Scrutiny Committee and that she had been very successful. They advised that there was some grant funding available and the clerk is to put in an application urgently.
Councillor Armsby advised that SBC were continuing their fight against unitary status.

Matters arising
• Clerk to liaise with PC Harry Baker regarding presentation to HPC at June meeting on neighbourhood policing – deferred.
• The railings from the Catholic Church to the village hall on Cliff Road, Staithes, were in a dangerous condition – Father Mulholland had been unreceptive and therefore the clerk is to write formally and ask that this matter be addressed.
• Clerk to contact SBC regarding provision of recycling bins and fortnightly collection service to Runswick Bay (bottom) and Staithes (bottom). Clerk to cc Councillor Backhouse. No response had been forthcoming.
• Clerk to arrange for cemetery spoil to be moved to a less visible location – outstanding.
• Clerk to report increased dog fouling in Staithes and Hinderwell High Street – outstanding.

• Letter from Mrs W Craig of Cliff Road, Staithes, complimenting HPC on the condition of the cemetery following the clearing and tidying works carried out by the NYCC ex-offenders team.

Parish Maintenance
• The footpaths at Seaton Crescent, Staithes near to the club is being damaged by the brewery dray – clerk to advise SBC prior to resurfacing.
• Lights on the gateway feature at Staithes either not working or concealed by overgrown verges.

Unitary Authority – HPC response to consultation
All councillors had been copied all correspondence received relating to the above and it was agreed that whatever would happen would occur whether HPC contributed towards the debate or not. The issues were extremely complex and it was felt that this was a decision better left to those more qualified to make it.

Money management and internet banking
The clerk had received a call from HSBC suggesting that HPC invest a higher percentage of their available funds and that internet banking might make their funds easier to manage. They had sent in all the necessary details and paperwork. The clerk advised that it might be handy to have the facility maybe three times per year but that it was certainly not essential to the smooth running of the council's operations and there was an increased security risk in so far as it would entail one person being nominated as the primary user giving them the authority to move funds without a second signature. The clerk's recommendation therefore was that it was not a high enough priority at the present time. It was decided not to proceed with internet banking at the moment.

Requests for financial assistance
Clerk presented completed grant application forms from GNCT and InterActive Whitby and District for Section 137 expenditure. It was proposed by Councillor J Armsby that we send £200 to InterActive and £100 to Good Neighbours Community Transport. Clerk to action.

Authorisation of Cheques
The clerk submitted the attached schedule of outstanding invoices and it was resolved to meet these in full.

Any other business
Mrs L Johnson had visited the office on behalf of the PCC with a document that had been passed to them by a Mrs Ellis regarding the management of Hinderwell Cemetery in general and St Hilda's churchyard in particular. The clerk and Councillor Mitchell had discussed this matter at some length with Mrs Johnson and she was to report back to the PCC on the outcome of the conversation. The clerk has also agreed to provide Mrs Johnson with copies of correspondence between HPC and the Diocese of York regarding responsibility for a variety for works at the cemetery so that the PCC may be fully informed of the actual situation that exists between them.
Hinderwell Parish Council would like to state that they have never, at any time, attempted to avoid their responsibilities in respect of any of the areas of Hinderwell Cemetery and have actively engaged in and financed works which are, technically, outside their remit in the interests of public safety. Attempts to clarify the situation with the diocese have met with a very poor response and the historic records kept in the parish office with regard to the matter are quite vague in certain respects.
The clerk will continue to work with Mrs Johnson in an attempt to clarify matters with the diocese so that no misunderstandings will occur in the future.
