Minutes of the meeting of Hinderwell Parish Council held on Thursday 1 May 2008

Present: Chairman D Mitchell, Councillor B Rowe, Councillor N Fowler, Councillor I Longster, Councillor M Dalton, Councillor A Barwick, Councillor C Champion, Councillor J Armsby, parish clerk P Fenton, Borough Councillor M Harland and two members of the public, Mrs C Barwick and Mr J Smith both of Hinderwell.
Apologies: County Councillor J Kenyon, illness, Councillor D Lonsdale, working, PC H Baker, another commitment.
Declarations of interest in respect of agenda items
The clerk and Councillor J Armsby declared and interest in the planning application in respect of St Hilda's Almshouses – both remained in the meeting but took no part in the discu
ssions.

Matters raised by/with North Yorkshire Police
None present although Councillor Mitchell advised of a group of youths aged between 17 and 19 who have been running amok in Staithes recently. Police no know who they are and will be visiting them shortly. They are from outside the area.
Councillor Armsby reported that some youths had caused damage to bales of silage in Dalehouse.

Report from borough councillor
Councillor Harland reported that the next area committee meeting was on 23 May and funding applications would be considered at that time. Scarborough Borough Council have a new head of financial services, namely Nick Edwards who replaced Paul Cresswell.
Councillor Armsby had nothing to report at this time.

Matters arising
• Clerk and chair to arrange an urgent meeting with NYCC regarding parking in lower Staithes village.
• Urgent action required over sewage escaping from sea wall at Cowbar into beck.
• Clerk to contact Yorkshire Water regarding replacement of sandstone following works at Abrahams Lane between the post office and Cleveland Corner Café.

• Hillside, Runswick Bay – not qualified to comment on the technical difficulties of the site.

• Allianz Cornhill regarding increase in Public Liability Insurance – clerk to respond.
• Letter from Councillor Lonsdale tendering his resignation due to work commitments – clerk to respond.

Parish maintenance
• Scarborough Borough Council to be asked to monitor illegal parking along Hinderwell High Street.
• Clerk to establish when Scarborough Borough Council will be repairing their seats at Staithes.
• Clerk to contact John Riby regarding Staithes parking permits (HPC copy).
• Clerk to arrange for the parish clock to be set to the right time.
• Lighting at Staithes Gateway features is blocked by long grass.

Grass cutting at Hinderwell Cemetery
The clerk presented a draft advertisement to be placed on parish notice boards, a draft advertisement for the Whitby Gazette and a copy of the specification to be sent out to applicants. It was decided that the costs of advertising in the Whitby Gazette were too high but that the advert should be placed on parish notice boards and the deadline for quotations be set at 30 may. This matter to be reviewed at the June meeting.

Co-option of councillor
The clerk presented a letter from Mr J Smith of Rowan Cottage, High Street, Hinderwell requesting he be co-opted onto the Hinderwell ward of Hinderwell Parish Council. Clerk had carried out the necessary checks and confirmed that Mr Smith was eligible to be a councillor.

Request for financial assistance
The clerk presented a completed application form from Oakridge CP School along with a copy of the school's budget for the year. It was proposed that a grant be awarded in the amount of £203.26.

Renewal of membership of profession bodies
The clerk confirmed that renewal notices had been received from the Yorkshire Local Council Association, the York and North Yorkshire Playing Fields Association and the Society for Local Council Clerks. It was agreed to renew membership for a further year.

Any other business
The clerk presented a letter from HPC's insurers in which they advised that they would not be prepared to provide cover for any employee over the age of 75 years, particularly in the cemetery. In light of this it was necessary to let Mr Sayers go and Councillors Mitchell and Barwick had been had been to see him to discuss the problem. He fully understands our difficulties and has retired with immediate effect. The clerk advised that he was due salary until the end of May along with one month's salary in lieu of notice.
